Description

Preface:

How to Use This Handbook

This handbook is organized around the decision points a Florida notary faces in the field: appointment, seal control, personal appearance, identification, certificate completion, prohibited acts, document-specific risks, and remote online notarization.

Each chapter begins with source anchors. These anchors are not a substitute for legal research; they show the official source family used to build the chapter. The practical workflows that follow are written for notaries, mobile notaries, signing agents, office staff, and document professionals who need to know when to proceed, when to pause, and when to refuse.

The notary should use the chapter text for understanding and the appendices for execution. A reader preparing for Florida practice should read Parts One through Three first, because most notarial failures are not document-specific. They are failures of appearance, identity, awareness, certificate completion, conflict screening, or unauthorized legal advice.

Remote online notarization is treated as a specialized system. A Florida notary who is not registered as an online notary should not treat a webcam call, PDF signature, videoconference, or e-signature platform as RON authority. RON requires separate registration, provider controls, identity proofing, audio-video recording, electronic journal procedures, and retention systems.
